I think the picture clearly shows having a pic / picaxe plugged in.

I think he wanted to say "bellow" ...

I think that what is working with a PICAXE can work also with a raw PIC - I mean, if you use two or three resistors for serial comm connection, then you can use the same for PIC. So, it can exclude the RS232 chip (if that is what he use) and we can get the board even cheaper.
