Old iPAD, 16GB, Model A1416.
Won't boot past the apple logo in white in the centre of the screen.
Left it all afternoon like that, never gets past the apple logo.

It WILL shut off if forced by holding the power and home buttons together for about five seconds.  Rebooting just results in the same lock-up.

Anyone seen this, got any idea what this is, know how to revive it?

I'm a PC fella, and don't really know much about iPads other then how to work with them provided they are already running OK.
Smoke makes things work. When the smoke gets out, it stops!

Not sure if reset means wipe your data and apps.

On my old IPad, first gen IPad Air, went back to factory install, but afterward it would not upgrade anymore. The old revision os worked flawless but was useless on the web.
So I basically bricked it myself.

I am dubious as to if this tablet can be recovered.
I don't care if I have to wipe it totally at this point, just curious if it can be revived.

So, DATA-DESTRUCTIVE methods are fine, I just want to see if I can make it work again.

Se if you can boot it into recovery mode.
you need another computer to do this
