I don’t have proper capacitor testing device.
But heard that it can be done with ordinary Multimeter

Would this method work when capacitor is still in circuit, or I have to remove it from circuit first?

I am talking about 25V 430uF capacitor, also device will be unplugged from power point and capacitor shorted before I attempt any testing.

Most times its faster and cheaper not to stuff around with such a small basic cap and just replace it, there is limits with testing caps and they might test ok but still fail in circuit.
